The New York Teacher Center network celebrated it's 20th anniversary in 2004! Teacher Centers were formed during the 1984-1985 school year when, with the lobbying of the New York State United Teachers (NYSUT), the State Legislature passed section 316 of the Education Law. Forty Teacher Centers were awarded grants that year, and NCTRC was one of the original 40. A Policy Board was formed, Judy Duken was hired as the first Director, the doors opened in Sibley Hall, at Plattsburgh State, and the rest is history!
Throughout the coming year, we would like to bring you information on some of that history so that you might better understand what Teacher Centers are all about, and how things have changed, but remained the same over the last 20 years! We hope that we will entice you to visit the North Country Teacher Resources Center to check out our resources, participate in a training, or just to get a tour and say, "Hello"!
The concept of Teacher Centers was not new to New York State, as federal monies were used to fund about 20 centers in the late 70s. At the end of this funding came Ed Law 316, which called for the formation of Policy Boards for all centers comprised of 51% teachers from constituent districts, appointed by their collective bargaining agent. Some Centers were formed as a single district centers, and some as small or large consortiums. NCTRC is a large consortium, serving approximately 2,700 educators in Clinton and Essex counties. "Educators" as far as teacher centers are concerned, means anyone who is involved with the education of students, pre-K through adult.
